You choose between named users and planned users. A named user is anyone with access to the system; a planned user is anyone scheduled on a job or with tracked hours in a given month. The explanation is shown in the plan builder above.
Yes, as soon as they get access or are scheduled on jobs. A service provider booked with ten people on a job counts as ten planned users, but only as named users for the people with their own login.
